FFY 26-30 Transportation Improvement Program (TIP)

Constrained and Illustrative Project Listings

Per federal regulations (CFR 23 § 450.326), the GBNRTC, in cooperation with the State(s) and any affected public transportation operator(s), is required to develop a Transportation Improvement Program (TIP) for the metropolitan planning area. Inclusion in the TIP is a prerequisite to federal funding approval for projects programmed from funding sources directly under the GBNRTC responsibility.

The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC), the Metropolitan Planning Organization (MPO) for Erie and Niagara Counties, is in the process of updating the current FFY 23-27 TIP (covering the period 10/1/22 to 9/30/26). The updated TIP will cover FFY 26-30 (10/1/25 to 9/30/30).

GBNRTC members have participated in a robust project development process and have submitted the attached constrained project listings that fit within regionally allocated planning targets and suballocations. A map of project locations and a glossary of transportation terms are also attached.

Any submitted projects that did not fit within the regionally allocated planning targets and suballocations is included on the illustrative project list (also attached). These projects are currently unfunded but vetted and may be added to the TIP constrained listing at a future time should additional resources become available.

Public comments will be received for 30 days from 3/6/25 until Close of Business (COB) on 4/5/25.

The Transportation Improvement Program (TIP) is a priority listing of all federally funded transportation projects programmed for implementation during a five-year (FFY) period. The TIP is consistent with the goals and objectives defined in the long-range Metropolitan Transportation Plan (MTP). The federal fiscal year (FFY) runs from October 1 through September 30.

This region's TIP is developed cooperatively using a defined process by a team led by the GBNRTC staff and NYSDOT Region 5 staff. All TIP modifications must follow approved guidelines, defined by the type and extent of change, and be approved by the appropriate governing body.

The GBNRTC TIP is updated every three years to reflect those projects of highest priority based on need, local desires, long-range plan conformity and funding availability. The federal regulations for developing and maintaining the TIP can be found in 23 CFR 450 Subpart C Sections 300 to 340, 23 CFR Appendix A to Part 450 and 40 CFR Section 93.127.

The current TIP covers the period from October 1, 2023 through September 30, 2027 (FFY 2023-2027) and includes highway, transit, bicycle, pedestrian, and demand management and air quality projects, as well as studies and programs within the Greater Buffalo-Niagara Region.

Public involvement in the development and maintenance of the TIP is both continuous and extensive.  Please reference our approved Public Participation Plan for more details.

Transportation Projects Subcommittee (TPS)

The mission of the Transportation Projects Subcommittee is to address any and all issues pertaining to the development, maintenance, and monitoring of the region’s Transportation Improvement Program (TIP).

The subcommittee has among its tasks:

  • Review descriptive data reports on the region’s transportation infrastructure

  • Design and implement project selection procedures

  • Prioritize and schedule regional projects

  • Prepare and recommend a fiscally constrained multi-year TIP

  • Assess and incorporate public feedback

  • Regularly review project status and assess cost changes

  • Recommend amendments to the TIP as necessary to maintain project viability and fiscal constraints

Recommendations and advice will be forwarded to the GBNRTC PCC as required for their consideration.

TPS normally meets every third Wednesday at the GBNRTC offices at 9 am.
