About the Process
​MPOs with a population exceeding 200,000 in population are required to carry out congestion management processes (CMPs). The CMP is a systematic and regionally-accepted approach for managing congestion that identifies transportation system performance and assesses alternative strategies for congestion management meeting state and local needs. Federal Highway Administration (FHWA) identifies 8 steps for the CMP.
